To adjust the development of the information society, the3GPP proposed LTE as the standard of thenext-generation wireless communication systems. In LTE, packet scheduling is a key component of radioresource management, it determines the reliability, efficiency and fairness of user data. Terminal RFconformance testing is used to detect whether the terminal meets the technical criteria.The testingtechnology of TD-LTE is more stringent compared with2G and3G,.The development of mobile communication requires improvements on both software and hardware. InLTE, How to co-ordinate the relationship between time domain and frequency domain is one problem, andhow to reasonably allocate resource blocks is another problem. RF conformance testing is an integral partof conformance testing, but the test project makes manual testing difficult to execute, the development ofTD-LTE terminal urgently requires to solve this problem.We describes the background and current situation of the packet scheduling and testing technology ofTD-LTE, then discussed the relationship between the performance of scheduling and time and frequencydomain scheduling, Based these, this article does these jobs:With the analysis of the TD-LTE downlink packet scheduling strategy,we propose a downlink packetscheduling algorithm based on minimum CQI difference.We introduce the quality of service level and CQIdifference in the time domain, and propose a RB allocation scheme in the frequency domain.To solve the problem of TD-LTE terminal manually testing, we design a TD-LTE terminal RFconformance test system. The tester can automatically execute test cases controlled by computer. Thesystem can greatly improve the efficiency of the test.
