With the rapid development of science and technology, the spread of mobile devices andthe improvement of mobile transmission technology in recent years, we have entered the eraof mobile internet. By using mobile devices, people can watch the video conference, videosurveillance, video-on-demand and live TV anytime and anywhere. Mobile video enrichedpeople’s lives greatly, however, because of the mobile transmission network instability andlimited bandwidth, video data packets easily loss during transmission, the transmission delayincreases, which results in the mobile video quality degradation, playback latency increasesand is not smooth.For problems encountered by mobile video, this paper researchs the mobile video QoStechnology. For the condition that video playback is not smooth because of the mobilenetwork, this paper presents a rate control technology based on multi shared encoders, whichusing quality handoff mechanism based on multi shared encoders in the server’s codingmodule, to support users transform video rate without play pause, and server can support alarge number of users. The client does statistical analysis about data packet transmission delayand loss rate, to estimate the network’s status and feedback control to the server, the serverchanges video rate according to the user’s feedback instruction.For the decline of the video quality because of data packet loss during data transmissionin the mobile network, this paper presents a packet loss recovery strategy based on networkstatus. This strategy combines forward error correction based on RS coding and packet lossretransmission, uses reasonable packet loss recovery techniques according to differentnetwork status.This paper presents a real-time mobile video QoS technology based on network adaptive,which combines the rate control technology based on multi shared encoders, to make videorate matching the network bandwidth, avoid network congestion, ensure that video isreal-time and fluency; which combines the packet loss recovery strategy based on networkstatus, to reduce the effect of packet loss and ensure the quality of the video; which designs a packet splitting and merging strategy according to the characteristics of H.264and UDP.Finally, this paper do the testing and analysis about the real-time mobile video QoStechnology based on network adaptive, and uses the QoS in the real-time mobile videosurveillance system. The experimental results show that, by using the real-time mobile videoQoS technology based on network adaptive, can solve the network congestion and packet lossproblem. When the client watching video by mobile networks, real-time, fluency and qualityof the video is guaranteed, QoS technology has achieved good results.
