With the maturity of the fourth generation of communications technology, the high speed,high compatibility and its high flexibility makes people’s lives more convenient. However, itis used in the terrestrial communication systems mostly. As we all know, the marine areaaccounts for71.8%of the total area of the earth. How to exploit marine resources, how toimprove maritime communications and how to accomplish the information interaction attractsmore and more attention of the scientists and carrier-operator. The existing maritimecommunications systems has many disadvantages such as the limited number of frequency,the low users accommodated, communication delay, not conducive to voice communicationsand so on. In contrast, maritime communication can be led to a new chapter if the4Gtechnology is applied in this area.In this paper, WiMAX and LTE technologies are introduced and made contrast first.Then the author elaborates the methods and principles of establishing the base stations.Combining the network planning principles and maritime characteristics, the factors whichcan affect coastal water networking planning has been summed up. A wave transmission lossmodel on the sea has been given after considering the channel conditions on the sea such assea reflections, atmospheric absorption, and other factors. Then calculate the theoreticalcoverage radii of different height of the WiMAX and LTE base station with their deviceparameters in this model, respectively. The next part is to analyze the island conditions ofShanghai offshore areas, use them to build scenarios with EXata software and replicate thesea channel environment. After loading the three existed sea paths according to Shanghaioffshore fields, the author offers two different base stations establishing plans for eachchannel. Then scenarios are run basing WiMAX and LTE technologies. With the result of thescenarios, calculate and record the received packet ratio and end-to-end delay. For theanalyzing part, first compare the two different plans inside WiMAX and LTE technologies.Secondly, compare the better plans chosen by WiMAX and LTE in the former part which is todo the comparison with the better WiMAX network building plan and LTE network buildingplan. The final result is that LTE has a better performance than WiMAX eventually for theoffshore water communications and costs much more than WiMAX in establishing part andmaintenance part; LTE is preferred in the simple islands condition case while WiMAX can bea better choice within the complex islands environment.
