Nowadays,the rapid development and wide application of information technologyhave exerted great influence on the educational industry. The major responsibility of thedepartment of Chongqing zikaoban is to conduct the Self-Taught Higher EducationExamination(STE) in Chongqing area. The department of Chongqing zikao ban paysgreat attention to the information development in the STE. Although the existinginformation management system has been upgraded several times, there are still somedrawbacks need to be improved. Due to the previous system taking the C/S mode in itspartial modules, the phenomenon of "Information Island" is resulted from theinconvenient information sharing between zikao ban and institutions at all levels.Especially, the plan management construction is lagging behind. The existing systemcannot adapt to the development of the STE any more. Building a new fully functionalSTE management system of Chongqing is urgently needed.This paper sets out to introduce the plan management system of the STE,The mainwork is as follows:1) It adopted the software engineering methods and tools for the requirementanalysis and design. Firstly, in order to understand the related business and division ofself-examination, the author has to look up the literatures. Secondly, it explored the realbusiness processes by communicating with the employees in plan management. Besides,it also analyzed each business procedures in each module of previous system. Thirdly, itreached the conclusion of the requirements of this system. After that, this paperdescribed the detailed procedures of designing and implementing of the system.2) This system adopted the three-tier of B/S model to integrate the business, workflow and data of each department together and facilitate the system management,maintenance and upgrading. In addition, it adoptedtheSpringMVC&Hibernate&Springframeworks as the developing technique. Besides, itcombined the strong and stable Resin application server and Oracle database server todetermine the technical framework of the system implementation.3) In the end, this paper described the system’s core algorithm analysis byanalyzing the implementation of the tree traversal algorithm forprofessionalsetting andthe intelligent algorithm of arrange exam plans.The system realized three aspects, as follows: Firstly, it aims to update the traditional management model to improve the work efficiency. Secondly, it tries to makeit more convenient for the department of zikao ban, candidates and institutions to usethe STE program. Thirdly, it strives to ensure the accuracy of the work programmanagement and promote the vigorous development of the STE.
