In the environment of knowledge society, the experts play an important role in theprocess of promoting the coordinated development of the whole society. They can provideprofessional guidance for different needs of users, to solve personal problems, to enhance theability of enterprise’ decision-making and innovate, to provide professional research skills andmanagement experience. In knowledge-based economy it is the hot topics that query forexpert information.In real life, the user gets information of experts approach is relatively single, and it hasno visual expert navigation route. In order to integrate expert resources, realization of expertscientific classification, expert knowledge visualization, ensure navigation of R&D activitiescarried out smoothly, this thesis chose the institutionalize design as research ideas. Thoughstudy and build three experts navigation system, which means government involvement in"produce-study-research" mode, individual business model, research project mode, andexplain different access channels and the funds use in each mode and how to cooperate toachieve expert navigation as well as how to distribute property rights which happen in theprocess of cooperation in a systematic exposition. At the premise of committing to ensuringthat expert information will not be violated, three ways that government support collection,start data collection, research data collection are chosen to achieve the mechanism study ofthe acquisition of expert knowledge. Taken the knowledge management theory as theoreticalfoundation, expert knowledge of organizational mechanisms will be built and research relyingon the database and geographic information system technology, to extract the contents ofexpert knowledge, classification, organization, symbol system design, storage and expertknowledge navigation simulation.
