China’s 1 lth five-year plan made it clear that promote education fairness. In order to realize the goal, E-learning which treated as an import means, take a great weight of mission to solve the problems. As the accelerated development of the Internet and computer networks, the remote education gets increasingly popularity and rapid development. Especially the process of the IPTV technology greatly promotes the formation of "SOF(School, On-line, Family)" education mode. Although IPTV technology is widely used in many fields, but the application status in education is not yet satisfactory, mainly for lack of interaction in the form of teaching, the lack of communication between teachers and students; teaching material a single, multi-is text, audio and video form; not achieve individualized instruction and individualized, the learning effect of the lack of effective test and evaluation.Combining tradency of three networks convergence and requirements of e-learning, proposed the Windows CE-based IPTV service system design and implementation of education programs, and made use of new interactive learning method, changed the traditional teaching model called cramming, then it can improve the efficiency and quality of E-learning. Solve the above problems; the main work is as follows:First of all, this paper researched the IPTV related technologies and the characteristics of network television, then analyze the main problems.Secondly, this paper focuses on the expansion of interactivity and given the premise of Windows CE-based IPTV system, the overall design of educational services, including the overall framework of the system design, system functional design, the division of system function module, interactive learning model and database design.In the end, it implements the system function modules. Specifically describes the realization of the channel generator and the implementation and optimization of the EPG program based on Windows CE.Compared with other similar system, the features of this paper’s research result lie in:Firstly, System design based on the basic characteristics of education, enhance interactive teaching and learning and initiative, and provide Q&A, online classes, quizzes and interactive services. Learners can select their own learning resources and decisions of interest to study the progress and the time.Secondly, Diversification of learning content, the system provide users with audio, video, text, images, and many other content, fully embodies the Normal advantages in education resources.Thirdly, understand the memory management for Windows CE system, and analyze the Windows CE of the necessity for the Program optimization, then made Windows CE program optimization scheme.
