Primary language education in the elementary stage is an important basic subject,which is the foundation tool for learning other subjects. At the same time, the new curriculum reform of language teaching emphasizes that the critical importance of literacy teaching and the first stage is the focus of literacy teaching, which regards the first stage as the breakthrough of improving literacy teaching quality and efficiency. For the Chinese Course of Bilingual teaching, the literacy also can not be ignored. For the minority students which regard Chinese as a second language, they learn Chinese in order to use Chinese for communication, and regards the Chinese as a language to learn, which reflects more instrumental of Chinese. But to reach to the target of students enable to use Chinese to communicate. In order to learn Chinese,literacy is the foundation, because the amount of literacy affects students’ reading ability, thereby affects the development of students’ thinking and language skills. The author sort out the previous studies of teaching literacy and found more about the research on Chinese courses in literacy teaching, but less in such research on literacy teaching in Kazakh minorities.Therefor it seems that the deep research of the literacy teaching and the states in bilingual schools and represent some countermeasures, which is very important for minority bilingual students’ study and everyday communication.This study, which sets the Y Kazakh bilingual primary school in Liushugou village of Hami in Xinjiang province as example and researches the literacy teaching methods of teachers and the states students’ literacy. Mainly through the methods of observation and interview to analysis the current situation, so that the teacher’s literacy teaching methods in the bilingual schools Kazakh as the representative of Chinese language teachers, and the states of teaching literacy and problems.Followed by learning students understanding of literacy as well as students’ literacy method acceptance status, if there is a language barrier, so as to analyze the problems existing in this segment of the first stage literacy teaching in this Kazakh bilingual school, to find appropriate methods responding the presentation of the issue.Specifically, the study consists of the following parts.The first part, mainly on the research background, purpose and content of the study, then the author sorted the study of the present status of literacy teaching.The second part, which is the core concept of research related to the research and related theories of the sort. There are basic foundations of philology and psychology.The third part, mainly on the differentiate of the literacy related content target portion between compulsory education curriculum standard and full-time Chinese national curriculum standards in primary and secondary schools, which analyzed by a comparison.The fourth part, mainly surveying the status of the investigation bilingual primary school Chinese courses in literacy teaching by using method of observation and interview, which will contribute to found problems, to analyze problems, and to explain the reason.The fifth part, mainly on the research schools problems in literacy teaching,trying to propose appropriate countermeasures.The sixth part, mainly on sorting out the results of the study and drawing conclusions.
