The balanced development of compulsory education is necessary to accomplish education modernization and build harmonious developing society in China. Its ultimate objective is to arrange the educational resources with reason, to improve the quality of school education, to promote student development, to achieve educational equity. The teacher resource allocation is the core of the resources allocation. It is of important significance for the balanced development of compulsory education, and an important guarantee for achieving educational equity. At the current stage,there are problems with our underdeveloped areas compulsory educational teaching team such as serious loss of teachers,weak recruitment,shortage of teachers,lower overall quality of the teachers.On one hand the number of teachers are insufficient in the primary and secondary schools in Kangding country, Sichuan province, on the other hand the problem of teachers outflow is very serious. It becomes an important issue to keep the relative stability of teacher`s troops. MuYa school is located in the plateau, which is 3900 meters above sea-level. With MuYa school as a case, the essay aims at the analysis of teacher outflow and the construction of teaching staff in Tibetan and other ethnic minority areas. In the first place, the development history of the school and the state of teacher outflow are be introduced. The drainage of teachers is no good to the stabilization of the teachers as well as the development of students. It results in the further fall of overall quality of school. There are many factors that can cause the drainage of teachers, such as bad natural environment, lack of transportation, weak economic foundation, inadequate investment in education, poor teaching conditions, the low level of school management, heavy work burden, different cultural atmosphere, marital status, children`s education, etc. Through analysis based on the problems and reasons, we proposed the corresponding policy suggestion as follows: to increase financial investment to improve the teachers` treatment, to strengthen the construction of democratic management, to carry out multicultural teacher education, to train teachers for specific posts and work units, to create innovative resource allocation mechanism for teachers, to stabilize teacher troops.It is a long-term process for the construction of teacher troops in minority areas. We should greatly increase the education investment, clear-cut assignment of responsibility, improve working and living conditions, thereby keeping the relative stability of teacher`s troops, enhancing the quality of education in minority regions, achieving the balanced development of compulsory education.
