Education quality level to a great extent on the source to the level of teachers’ quality, quality of teachers and improve the professional development should not be limited to the pre service training, post training of teachers’ professional quality promotion should play the same role. However, current our country elementary and middle schools teacher training in philosophy of training teachers have not paid enough attention to, especially the lack of teachers’ individual needs attention; the target is more biased to achieve the target of our country and school, and did not take into account the balanced the interests of third party countries, schools and teachers; in content and pre service education does not make a good distinction, there are still many overlapping area; in the training channels and forms slightly single, limited to school the fixed place,teachers’ vision is not enough.This article focuses in our current primary and secondary school teachers training system development is facing the dilemma, close selection and China’s geopolitical relations, cultural background is similar to Singapore as a research object, on the primary school teachers’ training system were systematically.Trace back to the primary school teacher post service training system development process, also experienced from the generation of germination to the gradual formation of the system, to the current development and improvement.
