The teachers are laden with glorious and arduous responsibility. They play irreplacebleroles in developing students’ personality and the formation of character, especially as teachersfor the basic education stage. With the development of knowledge-driven economy, teachersare demanded with higher and higher quality. At present stage, it’s unavoidable that ourcountry’s distribution of education resources is still imbalanced. Under the circumstance ofurbanization, especially in economic less-developed region, there commonly exists thephenomena that the teachers in primary and secondary schools are insufficient andlow-quality, so the teachers’ quality needs to be badly improved. To speak it from the internalcauses, the teachers should endeavor to keep improving themselves in their lifelong time; Tospeak it from the external causes, the government, the administrative department in charge ofeducation, and the teacher-training institutions should fully play each role in training teacherswith elaborate plans, specific goals and systematic steps so as to improve the quality ofteachers in the whole area.Through investigation into the professional training of the teachers in primary andsecondary schools in Chengde district, although a certain degree of success has been achieved,there still exist the following problems, such as not paying great attention to the importanceand necessity of continuing education; the lack of pertinence and effectiveness in training; theimbalance of training; the insufficiency of training funds; the incompleteness of themechanism of training and assessment; the quality of trainers requiring to be improved andso on. As for above problems, some solutions are put forward in this paper in order toimprove the effectiveness and pertinence of training, including strengthening the trainingorganization and external guarantee in teachers training; strengthening scientific research onrequirement analysis; improving supervision mechanism in teachers management and training,especially strengthening the training of school-based curriculums in rural area.
