Bilingual teaching is the trend of elementary education reform in the world, the implementation of bilingual teaching is an effective means of achieving multicultural development. Bilingual teaching in ethnic areas plays an important role in national education in China. As an ecological preservation area and a path through South Asia, Tibet Autonomous Region’s education is not well developed due to its unique natural environment, such as: its high altitude, harsh weather, small population and inconvenient transportation. What’s worse, education of this area is lagging behind a lot compared with Chinese mainland’s education. Furthermore, the research in this vital field of bilingual teaching in Tibet Autonomous Region is relatively rare.In order to provide practical support to Tibetan-Chinese bilingual teaching in primary schools in Chengguan District and bilingual education in Tibet, this paper that based on the achievements of bilingual teaching in Tibet Autonomous Region aims to analyze the current situation, possible problems, successful examples and corresponding solutions of Tibetan-Chinese bilingual teaching in Chengguan District of Lhasa city.As materialism a guide, this paper studies bilingual teaching research and draws conclusions by the means of documentation, interviewing and observation,that is, first, governments at all levels pay great attention to and support Tibetan-Chinese bilingual teaching; second, Tibetan-Chinese bilingual teaching in Chengguan District enjoys good social environment; third, students of elementary school make overall and significant progress but still there is unfavorable phenomenon; fourth, primary schools in Chengguan District use the pattern of "Chinese + Tibetan" bilingual teaching; fifth, primary schools in Chengguan District use five provinces compiled textbooks for Tibetan and use PEP textbooks for Chinese, some schools have compiled school-based teaching textbook; sixth, Chengguan Education Sports bureau distributes teachers for primary schools in Chengguan District(except the primary school attached to Lhasa normal college) and the number of teachers can meet the requirements of schools; seventh, bilingual teachers’ opportunities to training are lacked; eighth, students are able to receive bilingual teaching, their Tibetan grades are slightly higher than the Chinese’s; ninth, there are differences in understanding between urban elementary school students and suburban elementary school students.Tibetan-Chinese bilingual teaching in elementary schools in Chengguan District has been made remarkable achievements after decades of effort, at the same time there are some shortages to notice. In this regard, we take Hai Cheng elementary school and Bai Ding elementary school as example respectively.
