During the process of transforming the government policy towards scientification and democratization, the transform of social science achievement towards policy earns more and more attention from the country. Our country has put forward some laws and regulations, emphasizing that “Colleges should take an active part in decision consulting, carry out perspective and strategic studies initiatively, take an intelligent and ideological effect.” Besides, our government has taken a set of revolution actions.In our country, colleges are the main camp for the study of social science. Boosting the development of the social science achievement in colleges has an important effect on guiding the social trend, improving the quality of the whole society, reinforcing the scientificity in policy making and making service for the social development. Lacking enough attention for the transforming from social science achievement to application causes that a lot of social science achievement has been put aside, so it can’t bring us social or economic profit. Based on many materials, we study about the transforming social science achievement in colleges to policy. The whole paper consists of five chapters: on the first chapter, we mainly talk about the meaning and importance of transforming social science achievement in colleges to policy. Besides, sort out the materials at home and abroad. And we also discuss the purpose and meaning of the thesis. The second chapter, about the form and value of transforming social science achievement in colleges to policy. On the third and fourth chapters, through documentation analysis, we turned to “the compilation of social science research data in nationwide colleges”, and satisficed the number of transforming from social science achievement to application in colleges. What’s more, we take use of investigation and interviewing, and make a small and individual talk in several colleges concerning the condition about transforming social science achievement, especially about transforming it to policy. After that, we found that only a little of social science has been transformed, and the conversions stays low. Besides, we have come up with a set of issues, including the low percent of achievement conversion, research results detached with the market, single transformation ways, the faultiness of evaluation mechanism, the singularity of capital source and so on. Then we also analyze the causes, like that the lack of achievement conversions consciousness, high standard achievement and the diversification of evaluation and conversions mechanism. Furthermore, colleges also fail to match with the government needs. At last, the paper put forward five strategies to help the college social science achievement to converse to policy: Firstly, change the traditional view of social science research in colleges; secondly, improve the quality of social science research achievement in colleges; thirdly, boost the research achievement to match with the government policies; fourthly, widen the public communication channels of social science research; fifthly, enhance the policy study team in colleges.In order to advocate the transformation of social science achievement towards policy, we have a long way to go. And that depends on the cooperation and community of innovation from the government, colleges, scientific researchers in universities and other stakeholders.
