"Progress in International Reading Literacy Study" by the the International Association for the Evaluation of Educational Achievement is to study the world and regional primary school children aged 9(equivalent to grades fourth grade) in reading ability. On the basis of PIRLS study on the use of reading and thinking aloud method variance analysis in the fourth grade, two boys and two girls looking for test measuring reading test, while to please their parents, teachers and principals that corresponds to the pre-completed questionnaires family teachers and school questionnaires, interviews and observation by further exchanges, complete the pre-test, reading test and a questionnaire to complete localization of environment changes. How to choose the city of Ganzhou two rural primary schools and two primary schools, two classes in each school were randomly selected students in fourth grade, PIRLS project conducted measurements, and assessments Ganzhou fourth-grade students’ reading literacy study the effects of reading literacy personal reading attitudes and behavior, family reading environment, school(education) reading environment three factors, high and low packet grouping further analysis to explore the evaluation results for the guidance of parents, schools and teachers, educational policymakers reference value.One suggestion to parents, good reading role models, family rich educational resources, increase parent-child reading time, give the child plenty of time. Second, the proposal to the school, will be returned to the professional autonomy of teachers, strengthen the interpretation of the course of teaching, increase students’ independent reading skills and time. Third, suggestions for teachers to enhance the professional skills of teachers, reading teachers from the start, reducing the "invalid" reading assignments. Fourth, the government proposal is to develop policy options, combined with social forces, and actively promote national reading campaign, giving a lot of reading books and the right to choose students, provide students with problem solving diverse pipeline.
