In the background of urban and rural integration, it’s critical to promote the balanced development of basic education and gain great and wide support. But due to the comprehensive effects of multiple factors,the balanced development of urban and rural education in Suzhou city is not at a satisfactory level.Via studying the historical changes of the balanced development of urban and rural education integration in the background of the current development in China, the paper conducts a deep research on the specific situation of urban and rural basic education integration in Suzhou city. Literature research,theory analysis, questionnaire and comparison are adopted as research methods. Data analysis shows that,in urban and rural primary schools, there are significant differences in the ratio of teachers and classes, the proportion of teachers with high professional titles, the proportion of backbone teachers, training times of full-time teachers in 2013, public funds per student, pupil-machine ratio, pupil-book ratio and the number of multimedia per student. The findings show that there exist significant differences in the basic education,such as running conditions, teaching staff and teachers’ living conditions in urban and rural schools in Suzhou. The reasons are: urban-rural division of economic and social structures, the dual education system,inadequate funds caused by financial difficulties, lack of attention to teachers, limited professional development for teachers, and other factors.On the basis of the investigation of the current development of basic education, the paper puts forward an integrated model of balanced development of urban and rural education in Suzhou city, and proposes the guidelines and principles, developing goals, developing priorities, developing tasks and developing models.In addition, a guarantee system which can promote the balanced development of urban and rural education integration is proposed. It’s recommended to strengthen the system construction and policy choices with local laws and regulations, increase financial input for basic education, and build public service oriented administrative evaluation and monitoring mechanisms. Through these measures, some modest contributions can be made to the balanced development of urban-rural integration of basic education in Suzhou city.
