Under the new situation, both countries and personal attach great importance to education fairness, the gap between the urban and rural education has become the focus at domestic and abroad. In the 17th Party Congress report about people's livelihood issues when education is pointed out:education is the cornerstone of national rejuvenation and education fair is an important foundation of the realization of social justice.On the basis of previous studies, this paper adopts literature analysis and comparative analysis.The paper divides into three parts:the first part discusses the education base of brilliant achievements under the new situation in China. The premise of achievement in urban and rural education foundation,and puts forward a basic education undertakings in urban and rural problems, including education funds, unreasonable distribution of urban and rural students enjoy education chance inequality, the quantity and quality of the teachers, urban and rural conditions for running the differences between factors.The second part analysises the casue of urban and rural basic education development from system, economic and social aspects according to China's reality,which focuses on analyzing the reasons:binary system of social structure is the basic system reason,education system is the main reason and the household registration system is the direct reason; The third part puts forward suggestions and countermeasures to solve development of urban and rural education foundation unbalanced problem under the new situation:Firstly, the balanced development of education should follow the principle of advice.Secondly, it should find more channels to alleviate education funds, with reducing the rural education foundation broaden.Thinly, it puts forward distress situation and strengthen the construction of teachers'team, with solving the urban and rural teachers level differences.Finally, it puts forward the reasonable distribution of education resources, contracted residence registration system reform, etc.Urban and rural basic education career development, China's overall education seriously hindered the development of the career. Therefore, It takes effective measures to change the status quo,Not only adhere to the scientific development concept and the inherent requirement to achieve a harmonious society, it is to achieve economic prosperity, social stability and the necessary means.
