The Third Plenary Session of the 18 th CPC Central Committee has passed several major resolutions on the comprehensive deepening reform, including the optimization of government structural establishment, function allocation and workflows, the promotion of the scientific, normalized and legalized authorized strength management, the rationalization and de-administration between public institution and competent department, as well as the comprehensive deepening reform in the field of education. Given the Government attaches great importance to the reform in compulsory education management system, the author looked up many relevant documents, which mainly related to educational equity, governance and flow mechanism of teaching staff. And then the author took the personnel verification and allocation in Qingyuan compulsory institution as the object of research and analysis.To begin with, this paper outlines the importance of organization establishment in service-oriented government. Then this paper analyzed that organization establishment and Human Resources and Social Security Bureau had played a leading role in preparation management of compulsory institution. Finally, the author surveyed the current situation of organization management in Qingyuan compulsory institution and personnel structure of permanent teacher staff.During the investigation and analysis, the author found that there were maladies in the process of approved staffing and allocation: Staff establishment approval process was difficult, in other words, the feasibility of additional authorized strength is poor, and teacher preparation approved timeliness is low. Overstaffing, and long-term secondment mode, which caused the personnel, establishment and post confused, are universal phenomenon. Allocation of teacher resources is not balanced, mainly for the age structure, uneven sex ratio and regional proportioning imbalance.In response to these problems mentioned above, the author pointed out the root via in-depth investigation and reflection, which can be summarized as follows. First of all, administration and were confounded with transaction, while government regulation were mixed up with management, so that the function of education administrative department was blurry. Secondly, there were still many insufficiencies in verification and allocation of teaching staff, mainly for the lower proportion in county and rural areas. Meanwhile, re-approved establishment caused or even exacerbated supernumerary. Moreover, teacher circulation is difficult among schools, which lead to the imbalance in regional development of compulsory education. Last but not least, under the current situation of uneven distribution of compulsory education resources, nearby enrollment policy wouldn’t effectively safeguard the rights of school-age children and adolescents to enjoy the fair educationIn order to improve compulsory education institutions approved staffing and configuration optimization of Qingyuan. The author put forward the following suggestions and strategies the author put forward the following suggestions and Countermeasures: First, vigorously promote the compulsory education institutions do score from the Management Office. The administrative department of education rights function will change. The education supervision mechanism of social organization evaluation have to improve. Second, promoting the district system of compulsory school. With strong support led the way with weak conditions for running schools. Third, the teacher preparation of management will be improved. Approved innovative ways of teacher preparation. Expand the rights of the county education department compiled with the employer. Strengthen secretly transferred seconded teachers by rectification. Fourth, teachers’ salaries and benefits have to improving in remote areas. Teachers promote the progressive development of the allocation of resources to the rationalization and equilibrium.
