The schoolyard is always considered as one of the safest places for the children and teenagers. Its safety, however, is challenged in many aspects now. How to keep the environment of the school safe gives rise to heated discussion among the whole society. It is not only closely related to the life safety of both the young students and the staff, but will have a further effect on the harmonious development of the society. Therefore, how to strengthen the safety management of the middle schools to react quickly to the emergent events is a pressing issue that needs to be addressed immediately and also calls for joint efforts.Based on the public management theory, the methods used in this dissertation include the literature study, questionnaire survey method and others for empirical research on the safety management of Yangjiang’s middle schools. This dissertation first presents the current issues, then analyzes the problems, further researches on the cases and finally puts forth the solutions. The aim is to explore the scientific and reliable measures of school safety management which can lay a solid foundation for guaranteeing the life safety of the students, promoting the further development of Yangjiang’s basic education and creating a harmonious society.There are five parts in this dissertation. The first part basically introduces the research background and meanings, the current national and international research findings and the research methods used in the dissertation. The second part gives definitions to several concepts related to the school safety management; this part makes a clear definition of the concept of “school safety” and “school security management”, clarifies the relationship between school security management and public safety management. The third part takes a deep insight into the current safety problems facing Yangjiang’s middle schools. By conducting the questionnaire survey method and analyzing the according results, this dissertation presents a clearer picture of the problems lying behind the safety management system and trying to find out the causes. The fourth part is about the reference experience of the school safety management. The last part puts forward the solutions available to carry out in middle schools in Yangjiang.
