With the arrival of era of knowledge economy, the study of professional knowledge is becoming more and more important. On the other hand, the education resources are still relatively short and unevenly distributed. Distance education which separate of teachers and students, the content of knowledge expression, and the advantages of cross time and space, make it become an important way to accept knowledge. In addition, the development and progress of computer technology, network technology, multi.media technology and so on, it has brought new opportunities for the development of distance education.However, in the field of education for students with visually impairment, the requirements of knowledge expression and dissemination are much higher than normal people, because of their physiological limitation. Given the same conditions, the expenses on manpower, materials and financial resources to accessing knowledge are higher compared to sighted students. There is a shortage in educational resources. All of these reasons, in a certain extent, limit the development of the visually impaired community education in the whole world. Therefore, the visually impaired groups need more development of distance education, but the traditional model of distance education does not suit the visually impaired groups’ habit and way of accepting information, because it developed basing on normal person’s learning habits. Compared to the rapid development of modern society, network education of visually impaired groups is still relatively blank. The content of education, way of transmission needs to be solved through research work.Based on characteristic of visually impaired students’ sensory, thinking, memory, and learning, combined with advantage of modern distance education’s constraints of time and space, this paper focus on fully using speech recognition, expert system, image(gesture perception) of software technology to meet visually impaired students’ needs. And this paper also explore the construction of distance education for visually impaired students which are based on analysis of visually impaired students’ characteristics, two aspects of Education platform construction and curriculum. The distance education will provide education, lifelong learning and living skills for students with visually impairment.
