College entrance examination is the most crucial test in China, over the years it has been at as an essential role in promoted students become useful and assisted the country election talent and maintaining education fair. With the continued development of mass education and the era of education for all around, and domestic, foreign political, economic, social and cultural background is constantly changing, the contradiction between the demand and supply of higher education appear day by day, the college entrance examination also faces the situation that need to adjust, especially the university entrance exam and enrollment justice problem has become the focus of common concern of the whole society.On the one hand, in our present college entrance test system, "exams deciding the lifetime" and "only fraction theory" widely criticized for examination, examination supervision and management need to be optimized, independent recruitment policy faces a situation, the entrance policy for extra marks is chaos, the gap between regions, urban and rural areas, schools and the groups is increasing; on the other hand, in the new college entrance examination reform process, it has increased the burden on students, making the new risk unfair, further increase the difficulty of supervision and examination organization and other problems, if these problems exist for a long time,they will not only affect the authority and fairness in the college entrance examination system, but also easily to destroy the soured and stable of society.This paper using literature research method, firstly comparative analysis method and quantitative analysis and other research methods, on the basis of education fair theory and China’s college entrance examination of the historical process, expounds the college entrance examination and education fair correlation degree; secondly, combined with in-depth understanding of the theory, analyzes the problems existing in the college entrance examination and enrollment, and the latest round of reform of university entrance test may exist difficulties including new burden on students,"exams deciding the lifetime "continue, generate new unfairness, examination supervision difficulty increases and autonomous enrollment process is slow; Finally, combined with national conditions and customs, and a new round of the reform of college entrance examination’s demand and goal, propose to decrease the burden on students, perfecting the examination system, ensure fair competition, strengthen examination supervision and advance independent recruitment reform corresponding, consider it as a view in help the new round of college entrance examination reform.
