As one of the talent-selecting exams of our country, College Entrance Exam is given much attention by people. Ensuring its fairness is the most important. However, with the emergence of immigrants of college entrance examination, the fairness of the current exam system is thrown into doubt, and the reform of the system is also heatedly debated. There is a relatively big difference in the admission rates and scores in different regions of the country as a result of the uneven distribution of higher education resources and the preferential policy applied to those under-developed regions. Since the examinees are only allowed to take the exam at their domiciles, many of them are, therefore, not equally treated at the very beginning of the exam. Education fairness is the extension and reflection of the justice of society, which requires that every object of education be reasonably treated. Therefore, this thesis aims to study this problem on the basis of education equality theory.This thesis studied the phenomenon of "immigrants of college entrance examination" by applying documentation analysis and case study method. In order to go deeper into the essence of the phenomenon, this thesis makes a profound exploration of this problem after analyzing the merits and deficits of the existing research, through description and analysis of typical cases to prove the author's opinion.Firstly, this thesis explains the concepts of "immigrants of college entrance examination" and education fairness. The theory foundation of this thesis is based on the research of education fairness.Secondly, this thesis analyses the current situation and causes of this phenomenon by practically case studies. The main points are as follows:1. Household registration system itself has restricted the fairness of education; 2.The single evaluation method of college entrance examination alone determines the future of an examinee.3. Different admission scores in different regions.4. Unequal chances to be admitted into universities due to uneven distributions of education resources.5. Education unfairness resulted from different teaching levels.6. Parents' speculations and employing units'sole recognition of diploma.Thirdly, this thesis enumerates many policies dealing with this phenomenon including measures taken by the government (policies adopted by the central government and the local government in places like Beijing, Shanghai, Tianjin and some other places.), attempts made by colleges and universities, and the analysis of existing policies.Finally, based on the causes of the "immigrants of college entrance exam" phenomenon, this thesis tries to bring forth some possible solutions. It suggests the implementation of internal reform and external supervision, solving this problem from four aspects——release the restriction of household registration system; Continue to push the reform of college entrance examination system; not only focus on its form, but also focus on its contents, breaking the fixed pattern of "one exam determines a examinee's future"; Optimize the assignment of education resources so as to promote the fairness of education; On the basis of adjusting the distribution of education resources, put emphasis on the differences and try to minimize the gap between different regions; continue to promote the sunshine recruitment project of higher educational institutions, and meanwhile reinforce external supervisions.
