| Under the new development opportunities in football, football referees became one of groups of strong attentioned by people. In order to more effectively carry out research closely combined with practice, I decided to do the research. I hope that through this study, to further improve the administration system design of football referees and working procedures, promote football referee administration in China more scientific and efficient, so as to promote the construction of football referee, promoting level of Chinese football and development.Through access to domestic and foreign literature, expert interviews, field research, comparative analysis, and logical analysis method on the management of domestic and international football referee was finishing, on the analysis of status quo of Shanghai referee development, combined with practice and research process, that:The status and role of football referee’s group had not been sufficient attention by the management. Active in the football market and competition has increasing, we should standardize in the professional range of behaviour of competition’ organizations, maintains a healthy environment for football development. Growing referees, and meet the needs of different game officials, building referees promotion channel.Recommendations:1, Establish uniform standards and organizational structures, strengthening football associations and referees’ committees. Building referees’ association or referees’ s club company, it should be a non-profit organization, run by membership management, ensure independent funding, improve organization and institution-building. Development of football industry evaluation standards, establish a city unified football competition platform.2, Provide long term and short term development plans and planning, server different training for each leverl referees, specialized elite training and support from the top referees’. Attracting more young people and social groups into the referee to promoting the popularization of football referees. According to regional event type and level to formulate referees’ categories system for provincial football associations. Recommends that the China Football Association should detailed national-level referee grades according to different League level.3, Establishment of the football administration data systems, referee activities such as online registration, selection, appointment will include systems management,, and achieving full utilization and sharing of the data with football family. |
