In this paper, with family as research unit, with background of the change of state-owned and analysis in the area of Hunan Shao Cun Yang Chuqiao households in different periods, different degrees of "exodus" and "home" experience, and on this basis, summed up the concrete form of the household during different stages of human relations changes of urban and rural flow, and then explore the state-owned changes in relations between farmers and rural migrant to the rural society specific effects.Therefore, the author will divided Shao Cun Yang Chuqiao households of farmers and rural flow into four stages:the first stage is the traditional period, "imperial no County governance logic, between the state and the common farmers in addition to the relationship between tax and corvee, the farmers’ personal relationships between most attachment in local society. The second stage is the period of collectivization, especially in the people’s commune period, the land reform movement in the rural land redistribution in all countries, and the farmers are "all three levels, and the team is the foundation of the commune system absorbed as a symbol of the identity of members ". During this period, the farmers’ behavior has been severely constrained, not only can not rely on personal will, "the city" and "outflow", and even in the local community can not achieve the "free movement"". The third stage is the "sub field to the household" stage, this stage from 1984 to the household agricultural tax cancellation. With the disintegration of the people’s commune, the arrangement of the land and the behavior choice of the farmers become loose, and the power of the township and village organizations will be weakened accordingly. And this is relatively, the farmer and the collective solution tied with the decoupling, personal autonomy to strengthen. On this basis, the farmers according to their own wishes to carry out the region, occupation of the free choice. The fourth stage is the post tax period, in the country to promote agriculture, to the city with rural, urban and rural areas under the strategic layout, the development of rural society ushered in a turning point. And the corresponding is, after the rural tax period, under the support of the country a series of preferential agricultural policies to attract the farmers completely returning home.The author believes that the relationship between the state and farmers flow changes in urban and rural are closely related. In general, the state-owned changes in relations between farmers and the rural to urban migrants for two different dimensions, through the organic combination of the two can be constructed for two main modes:state-owned close type-farmers’ low flow, state-owned loose-farmers flow of high. In a word, "the closer relationship between the urban and rural farmers, liquidity is worse; the country more loose, the stronger liquidity of urban and rural households. In the long run, the relationship between state and farmers in urban and rural areas is positively related to the flow. In other words, when the relationship between the family and the family is changed from tight to loose, the rural household mobility will be enhanced. On the contrary, the relationship between the country is becoming more and more close, the rural household mobility will be weakened.
