In recent years, incidences of deviant student behavior have become more serious. This study sought to investigate the factors contributing to students deviant behaviors for the secondary schools which are located at Pemba Northern region in Zanzibar Island. Using social control theory & social disorganization theory, and social learning theory, the study determined school based factors and home based factors that contribute to student deviant behaviors, and established the strategies that can be adapted to improve students’behaviors in the mentioned region.The study is descriptive and use questionnaires and interviews to gather the required data (information) from head-teachers, teachers and students. Analysis was made using different charts and tables with basic content analysis for qualitative information. Hypotheses were tested using regression test generated from E-views 8.0.The study found that home and school environments both contribute to deviancy of secondary school students as poverty, divorce and separation, domestic violence, school environment, peers and community were among the reasons for deviancy for the students in Pemba Northern region secondary schools.The researcher suggests that the government of Zanzibar through the ministry responsible with education needs to organize in-service courses to all teachers as necessary measure of reducing the impact of the problem of deviant behavior in secondary schools. Also, secondary schools should have better communication’ mechanism to the students including display of some copies on the schools’ notice boards that regarding with the prevention of bad behavior. In addition to that, strategies concerning with awareness on social control practices especially in rural areas are vital. Public should be empowered with the basic knowledge on causes and effects of deviant behavior by using media, home based programs and other simplified communication techniques.
