Research On Short-term Skill Training Effect And It’s Influencing Factors Of Peasant-Workers In Ningxia

Based on the basic facts that the level of education of the rural labor is generally low,the problem of migrant workers education and training obtain government attaches great importance.As the larged province in transfer employment of rural labor,Ningxia rural labor employments reached about 703,300,of which 536,900 people in the region, accounting for 76.3% of the total.Despite lack of funds,the province has spend 160 million for the training of migrant workers in 2011-2013,the number of migrant workers involved in short-term training has been around 35,000 people, The employment rate of the graduates who have finished the training program has been over 96%.at the same time, such problems as the the infirm stability of the employment, the relatively low rate of major-based employment and the imbalance of the relationship between one’s technical abilities and one’s income have emerged. The main purpose of migrants training program is to enhance the immigrants’ abilities to successfully find a job, furthermore, to guarantee a more flexible and better job. So, it has become a necessity to constantly keep track of and analyze the employment situation, statistical support and a reference to making a better policy of migrant workers’employment.Therefore, the thesis targeted the program called "migrant workers’ training and employment", financed by the World Bank, combined with the theoretical frameworks of human capital theory and rural labor transfer theory,uses the empirical research method test factors of migrant workers training effectiveness in Ningxia,and master the impact.Firstly, this paper reviews the theory of the labor transfer and papers that migrant workers and skills training theory to understand the status of migrant workers training,to provide theoretical guidance for this writing.Then,this paper has questionnaires surveys to track of 3,264 migrant workers from seven prefecturesa bout the short-term training and employment status in Ningxia city, collects and collates relevant data,stay informed of their basic information, training, the employment, and the feedback of the training program.At the same time,summarizing related factors about migrant workers training effectiveness, design a model of training effect,using Logit regression analysis of different factors on the training effect of migrant workers.On this basic,using the result to objective evaluation of short-term training effect, for the purpose of some better suggestions on how to relieve the pressure of migrant workers’ employment and provide new ideas and methods to solve the problem of the migrant training.
