With the coming of the Web 2.0 age,the user is not just limited to web browsing watch information resources,and also can release,share and manage information through network. The change of network information management service mechanism has extended to the transformation of network information resources construction mode. Network information resources are labeled by the public which makes the way of information resources dissemination changed and transforms the former one-way communication into cyclic multiple propagation. Learners will have more autonomy and selectivity during the network learning.Social tagging system mainly consist of the user, the resource and the label three objects. Among them, the user include the founder of the resource, the tagger or the user, while the user specifically mains the resource tagger in this paper, namely,the schoolchildren who is in the stage of compulsory. The resource is all kinds of information collection existing on the web. The label refers to the user select words to mark the page, blog, pictures, music, video and etc according to their own preference features, and these words are called labels. Social tagging system’s user set resources collection and tag set three kinds of knowledge are not existed in isolation, three intertwine with each other by the interaction.The basic resource is recommended for students who are in the compulsory education stage. Firstly, select some student representatives to tag the resources according to the degree of difficulty, usefulness, simplicity, integrity, accuracy and novelty seven dimensions to complete tagging the initial labeling of the basic education resources. Secondly, construct the feature model of the primary learners by acquiring the information of learners.After selecting resources to learn, learners can mark them according to their own understanding of resources and their own preferences.The label play the role of tagging feedback. The label items which have been marked by the user have a good feedback effect on his learning style, reflecting his learning progress and his preference. Learner labeling affect other learners and facilitate their choice for their actual situation of educational resources. The label item’s hidden information will help to form a learning community among similar partners and provide strong support for the occurrence of personalized learning.
