Chin Woo Athletic Federation is the first non-governmental athletic in our modern history, founded in Shanghai in 1909, which has a history of more than a hundred years. Nowadays, Chin Woo has established branches in dozens of countries from Southeast Asia, Europe to America. Chin Woo branches contact each other frequently and generate great influence. Chin Woo Athletic Federation is playing a very important role in the development of Chinese martial art and civil diplomacy and has even become a culture symbol in the Chinese speaking world.The object of the study is the overseas development of Chin Woo Athletic federation and the main methods which have been used consists of looking up the document, interviewing oversea Chin Woo members and questionnaire survey and historical method.This paper consists three parts including the process of the early development of Chin Woo, the situation of the oversea development of Chin Woo and the advice on Chin Woo oversea development.On the history of the early development and spread of Chin Woo, the study analyzes the history background of the founding of Chin Woo, the transition process of Chin Woo from a military school to a social group and its sublation on Chinese traditional martial arts faction. Then, the study analyzes the domestic spread process from Shanghai to Guangzhou and the oversea spread from Guangzhou to Southeast Asia with the breakthrough point of geographical relationship, and point out that the founding of Chin Woo in Shanghai is largely because Shanghai is the geographical center of China’s southeast coast and that the spread from Shanghai to Guangzhou is largely because of the geographical center of Chinese Revolutionary League which is behind Chin Woo’s back. After Chin Woo spread to Guangdong, the close interaction between Guangdong and Southeast Asia laid the foundation for later overseas spread.At last, the study summarizes the three successes of the early development of Chin woo.1. Chin Woo cares for the country but does not participate in politics;2. Chin Woo governs itself in the way of social group;3. Chin Woo is good at using modern education platform and transmission.On the situation of overseas development of Chin Woo. Through interviewing oversea Chin Woo members and questionairy survey, the study focuses on the basic information of overseas member of Chin Woo, their country and joining way. The study summarizes that the conflict between the job and the Chin Woo activity, the lack of activity apace and the lack of coaches is the most limiting factors of Chin Woo overseas development. These three limiting factors are the the lack of capital in essence.At last, the study compares the historical heritage from the early development of Chin Woo and the situation of overseas development of Chin Woo, and provide suggestions for future overseas development of Chin Woo. The study points out that Chin Woo should rediscover its historical heritage, acquire new subjects for TV dramas, movies and other cultural works, end the dominant situation of fictional Chin Woo stories and refresh and strengthen the cultural soft power of Chin Woo.Chin Wooshould stick to the way of social group. Chin Woo should more become the practitioner of Chinese civil diplomacy and contribute to uniting overseas Chinese based on the Party leading Shanghai Chin Woo and politic neutral of World Chin Woo.
