Research On The Unbalanced Performance Of Federation Of Social Organizations

The federation of social organization was a special type of social organization,formed by members that come from various industries.Most of them have not performed well although they have been playing an important role in serving social organizations and promoting the development of social organizations in China.This paper selected a case: D Association,a provincial federation of social organization,which had been studied by methods of participant observation,structured-interview and questionnaire survey.Even though D Association had been able to acquire more autonomy and more resources of legitimacy and economic from government,it had not performed well and exposed its development bottleneck.In order to find the reason,it was necessary to analyze the specific performance and the internal construction of D Association.The study found that D Association performed unbalanced for its major function was to provide services and overlooked the functions of building communication platform for members,reflecting their interests and regulating the behavior of membership.By analyzing the influence of internal construction on its performance,it is found that the failure of internal governance led to the lack of systemic warrant for expressing member interests,poor execution of staffs resulted in talent shortage for exchanges and cooperation platform construction and the administrative tendency of organizational goal caused the dependence on "public power" from government to regulating the behavior of membership.Therefore,the conclusion showed that the deficient internal construction is the key factor affecting the performance of D Association.It is the most important thing to improving the internal construction for promoting performance of the federation of social organizations.
