At present, the rapid development of globalization and information technology change with each passing day, people pay more and more attention to education and knowledge, these have a profound influence and impact to education field. In addition, the social development puts forward higher request for quantity and quality of human resources, concentration of social contradictions and social class differentiation also needs to be eased through the education reform. All these cause the governments to reform education policy.The object of this study is aimed at British education policy of the Blair government reforms of 1990s to the early 21st century, based on the dialectical materialism and historical materialism, putting the combination of history and theory as the basic way of analysis. The research starts with the realistic background,making an in-depth analysis of the education policy reform’s content and characteristics of Tony Blair’s period.Evaluate Mr. Blair’s education policy by reform results and insufficiency, and then discusses the revelation of Blair’s reform for our country’s education policy.This study mainly includes three parts, except the introduction and conclusion.The part of introduction states the background、purpose、meaning、content and frame、methods of my research, especially focusing on related research at home and abroad.The first chapter analysis realistic background, including historical background、international background、theoretical background and domestic background. Mainly analyzes the new requirements to the British government put forward by globalization and the revolution of new science and technology influence in British from education policy in developed countries; the Third Way idea of Britain’s Labour; to improve the conservative party’s education policy to achieve the goal that from negative welfare to positive welfare. The second chapter is the content and characteristics of education policy reform during Tony Blair’s period. The content is analyzed in terms of priority to education、education equality、education benefits first、education assistance、lifelong education and the development of teacher education. The characteristics are summarized in to the following aspects. Under the guidance of The Third Way, serve for national development and social construction; government intervention and market economic role together, promote diversification of education supply; pay attention to personality study and independent choice, promote education equality and democracy. The third chapter is evaluation and enlightenment for Mr. Blair’s education policy reform. This part focus on results and insufficiency first, and then discusses the revelation of Blair’s reform for our country’s education policy based on the current education situation of our country. The last part of research makes a conclusion and expounds the deficiencies and future research direction.
