With the convening of the two sessions (NPC and CPPCC), Shaanxi Province first proposed to achieve 12 years of compulsory education gradually in the province. That is,6 years of primary school,3 years of junior school and 3 years high school. The compulsory education period is once again extended. The extension of compulsory education time can not cover the fact that compulsory education should be balanced. Ordos region is vast with the economy developing rapidly, but the gap between urban and rural areas is obvious. The balanced development of compulsory education has become the focus of the local government and education authorities.In this paper, the balanced development of compulsory education both in urban and rural areas in Ordos City is selected as the object of study. Literature method, data analysis and field research method are being used. Under the premise of carding the related theories of public administration, This paper conducts a comprehensive analysis of balanced development of compulsory education both in urban and rural areas in Ordos.To begin with, we will overview the achievements of balanced urban and rural compulsory education development from four aspects, such as teaching concept, teaching staff construction, funds and teaching reform. Secondly, this paper analyzes the problems existing in balanced development of compulsory education from four aspects about educational funding, teachers, teaching quality and school running conditions. Then, this paper analyzes the specific reasons from the system of urban and rural areas, backward management system, old-fashioned educational ideas and harsh natural environment. Based on this, this paper draws lessons from the successful examples from the domestic and external in order to promote the balanced development of urban and rural compulsory education in the process of reference factors in Ordos. Finally, according to the theory of this paper, the author puts forward the principles in promoting balanced development in urban and rural compulsory education process. The author puts forward strategies for the balanced development of compulsory education in urban and rural areas in Ordos:to accelerate the integration of urban and rural areas, to increase investment in rural education, to enhance the skills of education and teaching management, to speed up the building of the contingent of teachers in rural areas and retention of rural teachers, to encourage the development of the education run by the local people in rural areas and to establish and improve relevant laws, regulations and regulatory mechanism.As one of the compulsory education contents of basic public services, the balanced development is required. To promote the balanced development of compulsory education is a strong move of Ordos government. I hope this paper can provide some reference for Ordos in the practice of promoting the balanced development of compulsory education both in urban and rural areas.
