On November 15th,2013, Party central committee starts the implementation of the Separate two-child policy, which is a major shift of population policy. The policy is mainly aimed at China’s fertility decline phenomenon, hoping to spur population growth. However, the policy has not brought spurt of population, the number of applicants is much lower than the official forecast figures. The author takes the post-80s female as object of study, with the fertility desire relevant theoretical research, analyzing the reason of reduced fertility intentions of the post-80s female from the personal, social and policy aspects through interviews method, and learning from foreign experience in order to propose a solution to provide basic reference data for improving fertility.Study on the phenomenon of reduced fertility intentions of the post-80s female under individual two-child policy. The papers analyzes the phenomenon of reduced fertility intentions of the post-80s female from individuals, society and policy aspects by telephone interviews or face-to-face interviews with 15 women.Through the reference of foreign birth rate dropped warning:fertility level is falling with a force major trend. It’s difficult to reverse people’s concept of fertility and reproductive behavior stimulation in order to reverse the decline in the birth rate in a short time due to the lagging of the fertility concept. Therefore, the adjustment and improvement of population policy needs scientific and forward-looking vision. Thus, it is imminent to improve the relevant policy and recommendations for fertility. In short, it will take a long effort to reverse the decline in fertility rates.
