As China’s basic state policy of family planning has been practiced for over thirty years, we have made remarkable achievements in population control and population quality, but also produced a series of problems, such as declining fertility rates, structural imbalance of the population sex, serious aging problems of population, pension burden of the one-child family, etc. CPC Central Committee attaches great importance to population issues and timely implement the policy "if the parent is the only child, the couple can have two kids" to adjust and improve fertility policy, according to the developmental changes of the population situation. This is not only a major reform of the CPC Central Committee to assess the situation, it is also specific reflection to be in line with our current realities and conform people’s voice.In this study, based on national and provincial "two separate child" policy requirements, under the instruction of the Family Planning Department of Changzhou and some experts and scholars, the author designed and selected 27 issues to be investigated. This survey combined window investigation and household research together and lasted three months and obtained a total of 1924 valid questionnaires. The research targets are couples of childbearing age in Changzhou who are in line with the new policy of "two separate child" and have already had one child. The research purpose is to monitor the implementation of the new policy in the initial stage in Changzhou, to learn the fertility desire of the target population in Changzhou, to analyze the variable factors affecting the fertility desire and the family effect of giving birth to a second child, to scientifically and reasonably predict the future demographic trends and the influence of the new policy on the economy, society and relative industries in Changzhou, and to provide reference data for properly planning population public social resources and improve the level of governance of Changzhou population.The research shows:the target population in Changzhou who are in line with the new policy of "two separate child" have a high will to give birth to a second child; the structure of two children becomes an ideal mode for most families; there’s a desalination towards the gender preferences of the second child. The loneliness of the only child, the allowance of the national policy and so on are important reasons to stimulate Changzhou citizens to give birth to a second child. While, the economic burden, education costs and so on are important factors affecting Changzhou citizens to have a second child. Overall, the birth rates in the next three years in Changzhou will show a certain rise, which has a lot of impact on the configuration (such as medical, educational resources) for urban public service resources, implementation of public security policies and the development of related industries. Meanwhile, it also promote the development of domestic services, baby supplies, early childhood education market, real estate and other related industries. Therefore, it is necessary to increase the second child birth guidance, properly distribute resources in Changzhou, like health care, basic education, social security, etc, study the long-term mechanism of governance of Changzhou’s population, and promote local economic and social development and enhance social harmony and stability through carrying on the new policy of "two separate child".
