With the emergence of Science and technology progress and new energy, The coal industry of the golden era is over. Qitaihe coal cities, as most also appeared some problems affecting the development of city: lack of resources, single industrial structure, poor economic benefit, many laid-off workers, employment pressure, serious environmental pollution, etc., these problems seriously affected the healthy development of Qitaihe. Mining area schools are mostly original, which was established by the state-owned large and medium-sized mining enterprises is accompanied by the development of our socialis t economy and the establishment and gradual development of state-owned large and medium-sized mining enterprises. Due to historical reasons, handed over to the school and district school in such aspects as educational condition, staffed there is a big gap. Market economy oriented education increased in Qitaihe school education resource allocation injustice, strong lead to the increase of the gap between social vulnerable groups.Paper is divided into three parts. The first part of the introduction.
