Shaanxi Province has a total of 92 higher education institutions, including 30 private colleges and universities, which account for 35% of the total number(the Ministry of Education of the People’s Republic of China, 2015). Private colleges and universities are a useful complement to higher education in China. Counselors at private colleges and universities are at the frontline of students’ ideological and political education. Together with students from morning till evening, they can quickly capture students’ anomaly so that they could have early detection and early settlement on student problems. However, due to the immaturity development of private colleges and universities, there are factors like inadequate attention to counselors, unclear responsibility positioning, intense work, poor working environment and unreasonable compensation. In this way, it leads to counselors’ poor sense of professional identity and fuzzy career development prospects. Consequently, there is high turnover for counselors in private universities and colleges. The position of counselor has become a transitional role in people’s understanding, which greatly influences the conduction of education work and the stable development in universities and colleges.The counselor team in private universities and colleges in Shaanxi Province was taken as the research object in the paper, and the main research content was the problem of counselor turnover. Through literature research and field research, the real data of work status and living conditions of counselors in private university and colleges were collected. From multiple angles of college counselors’ configuration structure, recruitment and employment, performance appraisal, compensation management and development training, a comprehensive and detailed investigation was made on the problem of counselor turnover in private universities and colleges in Shaanxi Province. Next, an analysis was made on the reasons for the counselor turnover in private universities and colleges. Using theoretical knowledge of related disciplines, combined with the actual situation of counselors construction in private university and colleges in Shaanxi Province, a set of plans was summed up, which was suitable to reduce counselor turnover, stablize counselor team and realize counselors’ self-development in private universities and colleges in Shaanxi province. Thus, it could solve practical problems like sustainable ideological and political education in private universities and colleges and stable development of private universities and colleges.As private colleges and universities in Shaanxi Province want to solve the problem of high counselor turnover: First, it shall improve legal and policy support, and strengthen the control of counselors’ professional, occupational development to improve relative security system to the development of counselors. Second, for counselor’s work, it shall improve material conditions, create a good public opinion environment and enhance counselor’s professional sense of belonging. Third, it shall establish a hiring mechanism of complementary "profession + experience" and the comprehensive study training meachnism of "counselor + universities and colleges + society" to improve counselor’s hiring and development training. Fourth, through improving welfare and benefits for counselors, it shall pay attention to the complementary advantages of spiritual and material incentives, and introduce flexible assessment methods to establish and improve the incentive system. Fifth, it shall create counselors’ career development planning, innovate counselors’ management model as well as their professional and occupational development path, creating conditions for counselors to realize their career planning.
