Enhancing personnel is an important strategy of China. China’s personnel training have been always highly concerned about. In the process of scientific development in the maritime sector, talents is the foundation, is the fundamental, and it is core competencies to promote the sound and rapid development of marine and strategic importance of human resources, as well as the hope and future of maritime career.In recent years, China’s economy has shown rapid development momentum waterway towards shipping power from the largest maritime countries. Building a green and convenient comprehensive transportation system to support maritime security have become increasingly demanding. With great advancement of construction of the West Strait Economic Zone, full deployment and implementation of "along the way", "FTA (free-trade area)" Development and continuously deepening of the cross-strait "three links", Taiwan, Fuzhou Maritime regional advantages become even more prominent. This will expand the space and platform for the Fuzhou Maritime Safety supervision and service work, creating a new historical opportunity. Consequently, playing an important safeguard of human resource management must seize opportunities, meet challenges, and actively adjust and respond to meet the needs of social development. Therefore, in order to cultivate talents, we must strengthen the capacity building of human resources system; we have to shape a more scientific, more dynamic set of mechanism from aspects of human resources adoption, the evaluation found, selection and appointment, mobile configuration, security and other aspects of motivation which has become an urgent need for the development of Fuzhou maritime development, and has become the energetic source of maritime development.。During the period of "Twelve Five", Fuzhou Maritime Safety Administration gained considerable progress in talent management, and also has made remarkable achievements. Of which included the following aspects:the strategic position has been further strengthened human resources work; talent management mechanism has been constantly improved; talent management initiatives are continuously been improved, personnel quality and quantity basically adapted; talent echelon was initially formed. However, there are still some problems existing in talent management in the council. E.g. human resource structure and distribution is not reasonable. Human resources mechanism is not perfect. Education and training and other issues to be further improved.In addition, how to further improve human resource management efficiency, improve the quality of personnel and ability to create an outstanding talent and personnel training system, is another important issue to consider current Fuzhou Maritime Safety Administration, which should also be required for the council adhere to long-term strategy.This paper is on the basis of actual investigation and studies, mainly analyzing the characteristics of relevant administrative organs in human resources management combining theoretical knowledge, which is mainly on the problems and solutions of human resources management in Fuzhou Maritime Safety Administration since nearly a decade. Meanwhile some solutions are promoted to provide a scientific basis for future decision-making. In addition, during the process of this study, a number of specific issues have been specifically analyzed from the general to the individual, the abstract to the concrete. Some suggestions are generated by analysis on a sound talent evaluation and management mechanism, establishing a personnel training system, the growth of talent to create an external environment, establishing and improving the talent incentive mechanism, the current combination of Fuzhou Maritime Safety Administration of the personnel training methods, offers some advice.
