With the rapid development of science and technology,21st Century has become the era of knowledge economy, and the growth of high-technology industry has been the major indicator of state competitiveness. Scholars both home and abroad emphasize that entrepreneurial activities serve the key to transforming science and technology into real productivity, in which process college students are the main undertaker pioneering in technological entrepreneurship. Although Chinese government has carried out a great many encouraging policies for college students, however, the number of the students taking entrepreneurial behaviors fail to meet the expectations, with a much lower proportion of those embarking upon self-employment in developed countries. Since the entrepreneurial behaviors are relied upon willingness, it is essential to research on its key factors and make suggestions on the stimulation of entrepreneurial behaviors accordingly.Although national entrepreneurship policies explicitly stipulate that new graduates within two years can enjoy supporting polices, this group ("New Graduates") has long been neglected, as the focus of the previous researches was on college students. This dissertation comparatively analyzes the entrepreneurial willingness and its factors of the aforesaid two groups. First of all, the similarities and differences of the two groups are presented. Based on the research summary of the elements, then, the theoretical models influencing the willingness are illustrated, including personal and environmental factors which have been further classified as basic information, social practice, entrepreneurial policies, entrepreneurial education and family support. Lastly, questionnaires are conducted among the two groups respectively, and thus key factors influencing the entrepreneurial willingness are concluded through the empirical analysis of descriptive statistics and multiple Logistics regression analysis.Empirical results show:college students and graduate students start wishes are high, but the strong entrepreneurial desire is relatively low, but strong willingness of graduate students is bigger than students in college. College students entrepreneurial willingness factors include:participation in entrepreneurship competition, to participate in entrepreneurial activities, family entrepreneurship, entrepreneurship education in schools, families entrepreneurial support, professional these six factors. Graduate students’entrepreneurial willingness factors include:unit type, family entrepreneurship, gender and job sector that four factors. Comparative analysis can be found in the entrepreneurial college students focused on environmental factors influencing factors, graduate students focused on individual factors influencing factors. Strong entrepreneurial college students than the general willingness to participate in entrepreneurial intention tend to entrepreneurial activity and highly practical family entrepreneurship edification of the crowd, a strong entrepreneurial students willingness of graduate students to the general willingness to venture outside unless gender is insignificant.The results of empirical analysis concludes, students come to this low level of understanding of entrepreneurship policy; implementation of entrepreneurship education in college students is not balanced; overall higher entrepreneurial intention, strong entrepreneurial desire lower; college students want to start time and the policy does not coincide; in college students tend to start willingness environmental factors influencing factors, students start working willingness biased personal factors influencing factors; college students (strong= average) willingness to venture quite different factors, graduate students (strong= average) factors affecting entrepreneurial intention smaller differences other six conclusions. And in accordance with the conclusion made by the school as a platform to enhance entrepreneurship policy advocacy; entrepreneurship education should be a solid theory, emphasis on basic training; carry out practical entrepreneurship education, raise a strong entrepreneurial desire; the government should broaden the scope of entrepreneurship policy support four countermeasures and suggestions.
