With the convening of the Third Plenary Session of eighteen, construction and management capacity of national governance systems has become China’s first modern strategy. Achieving basic education governance not only became main starting point to perfect system of governance and enhance the governance of the strategy, but also take the initiative to adapt to profound changes in the educational choices under the circumstances. In addition, achieving basic education governance can promote real school to reform and develop. Thus, achieving basic education from management to governance is imminent.This paper uses literature research and case study. By collecting relevant literature of basic education governance in Shanxi X city (county-level city), and organizing literature,the paper understands the basic situation. In addition, this paper uses case study. Through the interviews with relevant municipal staff, leaders of associated schools, teachers, students, parents and related entrepreneurs, the paper attempt to learn more in-depth information about elementary education governance in X city. These provide a solid foundation for the thesis argument.Studies have shown that, the government have some achievements in basic education in X city, ranging from education administration gradually towards education governance. Specifically, Subject starts to diversify. Content starts to enrich; Mechanism trends to show positive interaction; Target increased to emphasis on value rationality. However, there are still insufficient. Specifically, government still dominated the governance body; Governance content was still far from the high level; There were still vertical management and direct intervention in governance mechanisms; There were aspects of governance deviate from the target value rationality. To solve these problems, this paper presents recommendations to improve the basic education system of governance and enhance basic education governance from the government, schools, society three levels in X city.
