Research On The Dilemma Of Private Basic Education And The Responsibility Of Government

Private Basic Education is an important part of the Education in China. Since September 1, 2003 came into "People's Republic of Private Education Promotion Law", to May 5, 2010 the State Council examined and approved the "National long-term reform and development plan (2010-2020) ", will support private education to the party and the country's agenda. National Education Conference and Guangdong Education convening of the meeting, the State Government and the Guangdong Province in the clear responsibility to implement policies to support and improve institutional mechanisms for the management of private education, private education to optimize the policy environment, strengthen the management of private education to promote independence and quality of private schools development has also put forward new demands. Guangdong Party Secretary Wang Yang also mentioned the comrades "leading cadres to promote the development of private education to send" an important directives. These are from state and government in that private education very seriously, it also gives Guangzhou private development of basic education to bring new ideas and new opportunities.So far the development has achieved remarkable results. But in recent years, from the point of the development situation of Private Basic Education, the development of Private Basic Education has many difficulties and problems indeed. These deserve our thinking and attention. This article is based in Guangzhou City, Guangzhou City, private basic education and the reasons for the plight made a more detailed study, found to cause difficulties for private elementary education for three reasons: First, the deepening of education reform is not perfect, and second place reason for the government, and the third is the private basic education in their own flaws. The most important is that local governments and private support for basic education guide is correct, in place for this reason. Private education is the foundation of China's socialist education an important part of private basic education to make a sustained, healthy development, governments at all levels should attach great importance in terms of ideology, and the timely development of local policies in line with reality, as the private basic education development to create a good environment. This article is to explore the Guangzhou municipal government in the private basic education out of the woods to guide responses and responsibilities to conduct a more extensive research. How to guide private basic education out of the woods and make a sustained, healthy development, the Government's measures and responsibilities which are the focus of research in this paper. Therefore, I propose, the Guangzhou municipal government should do the following responsibilities in these areas to guide the private basic education out of the woods and can be sustained and healthy development: 1, to establish the correct concept of private basic education; 2, private basic education to speed up the introduction of supportive policies and legal enforcement; 3, the private basic education into the overall planning of education development, the strengthening of public, private schools co-ordinator; 4, to increase private support for basic education, efforts to increase private education development funds; 5, perfect private management of teachers, including: (1) the establishment of private teachers access system and registration system, (2) the establishment of private teacher's personnel file management center, (3) to determine the minimum salary standards for private teachers, (4) open up human communication channels to ensure that public office and private teachers in the rational flow, (5) to strengthen the private school's educational and managers training; 6, to expand the autonomy of private schools of basic education; 7, the establishment of a sound private school finance, accounting and supervision of school property; 8, establish a sound system of private schools approved entry and exit system, increase the intensity of supervision and evaluation of private schools, including: (1) regulate private schools to set standards, establish and improve access to the approval of private schools system, (2) the establishment of private schools out of a sound mechanism to resolve educational risk, (3) increase the intensity of supervision and evaluation of private schools; 9, give full play to the role of private education associations, the establishment of joint private education system. I believe that can sum up the city of Guangzhou municipal government to implement national and provincial laws and regulations on private education and the "Long-term education reform and development plan", and in accordance with national and provincial education conference, according to "actively encourage, support, correct guidance, according to management "approach, private basic education for the current difficulties encountered by the current development, private efforts to improve basic education management system, optimize the private basic education policy environment, strengthen guidance and management of private basic education, promote private basic education, sustained and healthy development.
