With the rapid development of economy, the fast update of knowledge, and the quick innovation of technology, the demand of the skill training has become increasing for the people because of the competitive pressure. And at the same time, along with the living standard continually improving, the people has enhanced the quality of life, and the quality training has becoming a must. Faced with so many demands of training, a variety of non-academic educational trainings come into being and develop rapidly, which accelerates the marketization of education industry. While, in the presence of economic globalization, information globalization, study socialization, quality-oriented education, and competition intensification, how to face and solve the challenges of survival and development for the training schools has become a serious problem which cannot be avoided and needs to be given a definitive answer. In the present situation of our country, training schools are more focus on external performance and profit level on account of huge survival pressure and eager outspread mindset, and they ignore the importance of internal human resource management(HRM) which now has single management tools. Accompanied by the entrance of the mature international consulting and training institutions, our training industry shows the shortage in brand, capital, research and development, especially development and management of HRM. However, human resource strategy management, one of the most important key in modern enterprise strategy management, is the key point of survival and development for each enterprise under the circumstance of the globalization and international competition.Based on lots of reference, existing research achievement and the author’s own work experience, collecting and analyzing the data, applying the PEST method to systematically analyze macroscopic external environment of education industry, the paper draws a conclusion that the booming of the non-academic education training institution is an inevitable result for the present social condition, and meanwhile, the paper proposes that policy-threshold and market supervision of political environment, profit motivated and disordered development of economical and social environment, good quality and reputation of technical environment cannot be ignored. The core competence of non-academic education institution is the competition of human ability and level, ultimately, it is HRM of enterprise. By means of typical Michael Porter five forces model, the paper gets the competitive analysis of education industry, establishes Michael Porter five forces model of non-academic education training institute, and presents that only improving the satisfaction of training teachers, heightening quality and reputation of service, and increasing the satisfaction of training objects can the enterprises enhance their own competitive abilities. On these basis, summarizing the present existing HRM problems and analyzing the reasons, the paper reveals the main problem and contradiction in personnel system and HRM of education training institutions impersonally and fairly; furthermore, the paper puts forward the relevant proposals and countermeasures by digging the deeper reasons for these problems and contradictions, and meanwhile, taking W education training school of Changchun city for example, the paper analyzes its current situation and internal management, finds out some problems, and offers some improvement countermeasures which wish to make a contribution to enterprises’ survival and development.
