As is known to all that China has make move progress recently, Education occupies an important position in it.It is move concerned that the developing of education of China. Therefore, we should put education at the first place, especially the primary education, which reported in the Eighteenth National congress of the communist party of china.Development of the culture has been reached a new stage where teachers showed be required effective ability. Therefore, the primary education plays an important role in it.How to improve the teacher quality is a worthwhile issues. It is obviously that the teacher quality makes efforts in the while process.The development of a county relys on the teachers quality, which also throw move light on the research on education. So strength the ability of teachers quality is necessary. Base on the data analysis, it can be concluded that the supervisory control of primary teachers is valuable worthy.Through literature review, questionnaire survey, correlation analysis, variance analysis, t test, the results show that:the primary school teachers’ teaching ability in teaching and learning has a significant difference and correlation. The overall characteristics of the students in the primary school teachers in the teaching monitoring ability of the total score and all factors higher than other teachers. The teaching level of primary school teachers with college education is higher than that of the undergraduate education, technical secondary school and junior high school education. Primary school teachers in the school teaching monitoring ability, planning and preparation, classroom organization and management and verbal communication and nonverbal communication. Primary school teachers in the gender of the classroom organization and management factors, reflection and evaluation factors, and the level of female teachers than male teachers. Elementary school teachers’ Teaching Monitor Ability in seniority and age dimensions basically no difference, but teachers teaching experience in 16-20 years between classroom organization and management level is lower than the seniority in the other four ages, age between 41-50 years of age in the classroom organization and management factor was significantly lower than the other three age level of Teachers.This paper argues that teachers should improve their teaching ability in learning and reflection, and strive for more social and school support, so as to create a good social atmosphere. At the same time, teachers should adjust their psychology, and ensure the teaching work in a better way.
