Of all time, our educational assessment only focuses on students’ grades and college entrance rate. Therefore, the measure of school effectiveness is not objective or fair, which does damage to the school development. However, measuring school effectiveness by adopting the method of school effectiveness is used to get rid of unilateralism, which is used by previous assessment on school. The measure of school effectiveness is diversified and the assessment is more integral and objective. School effectiveness study has made great achievement in this field at home and abroad since Kerman Report was publicized by American scholars in 1966. However, the study at home only remains the translation of research results at abroad. Whether the research results at abroad is suitable to our country or not remains to be proved by practice. Therefore, owing to many disadvantages existing in school assessment at present in our country, the research in the field of school effectiveness is insufficient. It is necessary to further study school effectiveness. Documentary method and questionnaire are adopted in this study in hope of achieving the following goals: to define the connotation and denotation of school effectiveness concept; to scope the dimension of school effectiveness and identify the norms assessing school effectiveness in detail of all dimensions; to edit the questionnaire of school effectiveness status in primary and secondary schools in the selected area; to come up with the strategies of improving school effectiveness according to the study conclusion.There are seven parts in this thesis. The first part is introduction. The second part defines related core concepts and introduces the theory structure of this study. The third part introduces the study procedures and school effectiveness status in Xinjiang S City secondary school. By means of analyzing, we find that the school effectiveness of primary and secondary schools is above the level. Furthermore, the study effectiveness of the students ranks first on the four levels. The forth part analyzes the school effectiveness in detail of all dimensions in S City secondary school. A conclusion can be drawn that, in all the survey items, the highest effectiveness lies in a clear leader’s goal, education quality valued by leaders and a clear study goal of others emphasized by leaders. The lowest effectiveness lies in the income satisfactory of educators, the ambition for the current job regarded by the school staff, the decision made by students engaged in management and the decision made by parents engaged in management. The fifth part involves two aspects. For one thing, difference analysis is made on stuff and school background of school overall effectiveness and effectiveness at all levels. The conclusion is that different ages, teaching ages, titles, school establishing history and school scale have some difference in school overall effectiveness and effectiveness at all levels, but have no difference in different genders, education background, titles and school types. For another, it analyzes the study effectiveness of students and the effectiveness in other three levels. We draw a conclusion that there is salient relevance between the study effectiveness of students and the effectiveness in other three levels. The sixth part, based on the research conclusion, particularly provides the strategy for further school effectiveness improvement. The final part is about research result and prospection, which briefly describes the conclusion of this study and the prospection for the future.The creation of this thesis begins with the study effectiveness. Empirical investigation is carried out within small region. The school overall effectiveness is examined by the assessment body such as students, school staff and school itself so as to provide a new point of view for the empirical research related to the school effectiveness within a small region and promote the development and improvement of the school effectiveness theory. It is a meaningful exploration for the school effectiveness improvement within this region and provides referential value for the school effectiveness in other region and related study.
