Population and family planning policy is a basic national policy of China.Theencouragement and assistance family planning policy is a creative achievement of thepopulation and family planning policy of the country,which has a fundamentalsignificance to stable the low birth and solve population issues.Since 1999,the government of the Huiyang District has focused on implementingthe population and family planning policy by rewarding the rural parents who havetwo daughters only or who have done the ligation operations.Gradually,theencouragement and assistance family planning policy has been established andimproved in Huiyang District.From 1998 to 2011,the administrative department forfamily planning at Huiyang District level has been awarded Guangdong AdvancedUnit 14 years in a row,owing to its great efforts to implement the encouragement andassistance family policy.
