Research On Problems Of The Supportfor Special Families Of Family-Planning Policyin W District Of Weifang

The implementation of any policy will produce some consequences that cause damage to the rights and interests of some people.There is no exception to the policy of family planning.Some policy-dependent families lost their only children or their children were unfortunately disabled,which are collectively referred to as special families of family-planning policy.Under the background of the "comprehensive two-child policy",the practical difficulties faced by this group,if not properly solved,will not only affect the development of people's livelihood and social stability in China,but also greatly reduce the fairness and justice of the whole society.This article,by analyzing the data collected from Yuhe Subdistrict and the W-zone data of the management system of special family information in Shandong Province,found that the major problems facing this group focus on four aspects: the imperfection of support policy,insufficiency of social assistance,deficiency of formal psychological counseling and lagging of the updating of old-age medical system.If these problems are not solved properly,they will become a major hidden trouble affecting social harmony and stability.This paper probes into the root causes of the problems from the aspects of policy,economy,medical aid,psychological aids and old-age security,and puts forward corresponding countermeasures.In terms of policies,we should place the assistance to special families in a high legal level,establish a family planning service management system for special families,and refine the special assistance policies.At the economic level,we should increase financial input,establish a reasonable mechanism for the dynamic adjustment of fund,and set up insurance for accident death or disability of the only children.In terms of medical aid,we should improve the medical insurance system for serious diseases,implement the family doctor system,and do better in the job of hospice.At the psychological counseling level,we should pay attention to the balanced development of material aids and spiritual aids,cooperate with social organizations to develop heart-warming services,and introduce professional social workers for psychological intervention.In the aspect of old-age care,the reform of old-age careinstitutions should be deepened;the nursing level of old-age care institutions should be constantly improved,and special nursing homes for family-planning special families should be established,and the reasonable old-age care model suitable for this group should be actively explored.The article sorts out the research data of the special families with literature method,obtains a large number of first-hand information by case study,does a research on the implemented special aids policy,makes a comparison between the policies needed by the special families who face problems in the current lives and the existing supporting policies,and analyzes the main problems and deficiencies in solving the problems,to which the article then puts forward improving methods.
