Population and family planning is a very complicated social system project with a wide range and professional field, it must have a family planning cadres which is reliable in politics, competent in work, qualified in code of conduct and trustworthy of the masses. With the deepening of family planning work, stabilizing low fertility level co-ordination to address population issue, and promote long-term balanced population development has increasingly become a distinct theme of family planning work. It requires a higher, more stringent and more specific responsibilities of most of the population and family planning cadres. As a result, we give the priority issue to create a family planning cadre who are firm in politics, specialized in business, solid in conduct and always keep pace with the time.First, this essay illustrates theoretically of the definition of human resource and its planning, content, the development aspects of the process, meaning, as well as the supply and the demand.Second, the author puts theories into practice, researches the existing human resources in family planning system of Nankai District according to the current situation and existing problems, using the means of researching, organizing, collecting, analysng the statistics, and other methods to predict the supply and the demand of family planning system of human resources in Nankai District in the following two years.Third, this essay provides the human resources planning ideas, measures and protected approaches according to the needs of population and family planning career development and human resources planning of the Nankai District.This essay aims to explore the human resources planning for population and family planning and to bring competitive advantage through the practical application of human resource planning in family planning system in Nankai District. This essay is meaningful to the transformation of family planning system into human resource management model, improve human resources management system, and strengthen the construction of IPPF and to meet the needs of the population and family planning career development of human resources.
