Since the reform and opening up, Dongguan has gradually developed from an agricultural oriented county into a newly developing industrial city, which has also become a wonderful and vivid microcosm of China’s development. With a growing number of rural surplus labor joining the city, Dongguan has become a typical “city of immigrants” because of demographic shifts. With a significant increase of urban population, the social structure is also quietly changing.Especially in the recent years, the floating population mainly composed by migrant workers continues to maintain a large-scale flow. Moreover, the type of flow has shift slowly from personal mobility to the family. Therefore, migrant workers groups demand for public services and public goods, particularly the demand for urban compulsory education resources is steadily on the increase. However, the shortage of most Chinese cities compulsory education resources cannot meet the needs of school-age children of migrant workers, resulting a situation of difficult schooling of the migrant workers children.For the difficulties against the education of migrant workers in Dongguan government, this thesis is built on the following literature study, namely the research of migrant workers compulsory education, the equalization research of basic public services and the equalization research of education. With the current situation how Dongguan City deals with the education problem, this thesis is analyzed from the perspective of the equalization of basic public services. By the literature analysis, questionnaires, interviews and other research methods, the thesis gets an in-depth understanding of how Dongguan City deals with the education problem. With the basis of analysis of the phenomenon and the causes of above-mentioned problem, solutions such as advancing sound policy, improving the policy of compulsory education policy, speeding up the process of reform of rural household registration system, increasing the intensity of the government’s fiscal transfer payment for compulsory education, broadening the channels to promote private capital into the education system were put forward, which is aimed to explore solutions for the compulsory education problem in Dongguan City.
