The report of the 18 th National Congress of the Communist Party of China indicates to “actively promote education equalization for children of migrant workers in city”. By strictly adhering to principles of “people first” and “urbanization of agricultural migrant population”, Jinjiang City(China) has spared no effort to enhance the equalization of basic public services for migrant population gradually. Meanwhile, it proposes higher requirements on education equalization for the children of rural migrant workers in Jinjiang City. Therefore, it is of new era significance and theoretical value to study the compulsory education of the children of rural migrant workers in Jinjiang City from a perspective of equalization of public services.Based on the definition of the children of rural migrant workers in city, this study firstly analyzes current education situation of such children in Jinjiang City in detail by documentary analysis and questionnaire survey etc.. Subsequently, investigations are conducted on the education equalization of such children in Jinjiang City from aspects of family environment, school entrance opportunity, and teacher allocations etc.. The investigation results suggest that the compulsory education provided for the children of rural migrant workers were still unequal in Jinjiang City. Finally, according to theories of the equalization of basic public services and public goods, suggestions are proposed for the education equalization of the children of migrant workers in Jinjiang City. Firstly, it is needed to make innovations on equalization mechanism, comprehensively plan the education development of Jinjiang City, ensure the implementation of the construction tasks in education plan, improve the school entrance environment and policies, and comprehensively promote allocated school enrollment. Secondly, government should increase financial input, improve social donation management, strengthen reasonable resource utilization, and intensify guidance and support to schools to guarantee the high quality and equalization of the compulsory education for the children of migrant workers in city. Thirdly, it is required to guarantee the fair chances for entering higher school from multiple aspects, explore government’s service purchase mode to the schools orienting to children of migrant workers, standardize the management of private schools, reasonably replenish teacher resources, optimize teacher structure, and standardize the management of contracted teachers. The results obtained in this study contribute to promoting the education equalization development of the children of migrant workers in Jingjiang City. Based on “having access to education”, the goal of “having good education” is achievable gradually to satisfy the education needs of people.
