The population of the practical work departments agreed that will increase the difficulty in family planning, and may produce certain negative effects on population and social development.This paper takes Quanzhou city as a case, this article plans to "separate two children" policy implementation process and to evaluate the results, and with "Quanzhou family fertility intentions survey data on the basis of the data, using the relevant statistical methods of Fujian province" home alone "fertility intentions and its influencing factors," separate two children "policy implementation of demographic consequences, and to analyze the possible effect of economic and social, from on macroscopic effective assessment of our country’s population policy, and for a period in the future the trend of population policy adjustment and the direction is analyzed. On this basis, this article thinks: first, the current population policy adjustment and "separate two children" policy implementation is to adapt to the new situation of population development and the inevitable trend in the new situation. Second, China’s new "separate two children" policy after the implementation of population increment effect on the birth rate is limited, does not affect population planning objective, will not bring great influence to economy, society, in a way but can improve population structure, population gradually achieve internal elements and system of population and economy, society, resources and environment long-term balanced development between each system. Third, future trends and policy changes people- is "timely adjust, convergence between urban and rural areas; gradual liberalisation, birth two children". This study to establish an early warning system for the population policy and promote the sustainable development of population, economy and society has the important practical significance.
