Throughout history of cultural exchanges, there have been many examples of promoting friendly ties between two countries through student exchange programs. Student exchange programs can be regarded as an important form of public diplomacy. As a special group, due to their ancestral ties with China, many Chinese descendant students choose to study in China. With the acceleration of globalization, many countries emphasize conducting foreign exchanges and public diplomacy by international students to spread and conduct their images.Chinese descendant students are more important as behavior subjects of public diplomacy. At present, there are less quantitative researches going on them. In this paper, researches into the new generations of Chinese descendant students in China from the aspect of intercultural communication, refers to relevant literature both domestic and abroad. The author designed a questionnaire and conducted the empirical analysis.This paper first puts forward five assumptions based on three relevant variables: public diplomacy awareness, willingness to communicate and communicative competency. After testifying these assumptions with SPSS 20.0, it conducts theoretical analysis with relevant theories and elaborates the correlation among factors affecting the public diplomacy competence of the Chinese descendant students studying in China and the degree of their correlation. The main works are as follows:1.to verify public diplomacy competence questionnaire for Chinese descendant students by factor analysis; 2.to explore the correlations among the three variables by linear correlation and regression analysis; 3. to elaborate the correlation among factors affecting the public diplomacy competence of the Chinese descendant students by analysis of variance and independent-samples T test.This paper finds out that, there is obvious correlation between the three variables. The public diplomacy awareness and willingness to communicate has great influence on the communicative competence. The experience of studying abroad and age have much effect on students’ public diplomacy competence. The commonly used language in the family has little effect on the competence. The Chinese descendant students’ willingness to communicate varies, with respect to how much they know about Chinese culture.
