There’s been eight curriculum reforms since New China has been established.Currently, a new round of basic education curriculum reform(the eighth) implemented in Xin Jiang in 2005 is implemented by the Ministry of Education in July 2001.Recently, the relationship between academic achievement and evaluation curriculum standards has become the focus study of curriculum theory researchers.The degree of consistency between the students’ academic achievement evaluation and the curriculum standards has also become a core curriculum content standards and academic achievement evaluation. There are a growing number of researchers have used quantitative methods to research the consistency between the examination and curriculum standards. However, the scope of research in the field is still very small, and still at the exploratory stage, far from perfect maturity.By reading a lot of the literature about the examination and evaluation of the classroom teaching content is not hard to find: there are significant differences in scores between the actual test content of curriculum standards and the requirements of the appropriate level of knowledge reflected in the examination paper.The paper mainly tells the consistency research which is still in the initial state between the new Curriculum(test version) and the current Urumqi papers is 0.50205 which are compared with the critical value of the degree of consistency is low.The most important part of this paper is all about the analysis and conclusions of the consistency of papers and curriculum standards.We analysis and map the consistency between paper and the curriculum standards from the "themes " and "cognitive level" two dimensions. The results show that both the content of themes and cognitive level are on different focus. From the " themes " dimension, exam papers and papers generally Urumqi are the same,which are both below the course content requirements in the standard.To compared with Urumqi papers,Xin Jiang examination papers is one theme "Energy and Sustainable Development" less. They both have the contents of the subject class which are "mechanical motion and force" " electromagnetic energy" above the standards requirements. But the three themes that Urumqi papers is more than the standard are " Sound and Light " " Electricity and Magnetism " and " Mechanical Energy ".This means, the examination papers theme in line with the curriculum standards requirements is four, more than two in Urumqi.In contrast,the distribution of examination papers is more balanced and reasonable. From the "cognitive level" dimensions,both the examination papers and Urumqi papers are not well representing the curriculum standards cognitive requirements,and bias is larger. However, on the basis of bias already comparison,the bias between Urumqi papers and class standard deviation cognitive demands is smaller, more fit. Meanwhile, the required subject of cognition courses is more in the first quarter and less in the fourth quarter.That means it focus on the cognitive part of the foundation.But in fact, the subject of cognition in two groups of papers is showing the distribution which is little less in the first quarter and more in the fourth quarter, focusing on infrastructure,while showing more emphasis on "understanding" category.It is brought in line with the social development trend of learning requirements. situation in Xinjiang examination papers. It don’t contain the overall comprehensive research and analysis.Temporarily,only a few small number of Xinjiang literature examination papers were analyzed,which does not have the Xin Jiang universal.It describes the specific object of study is the physics education standards(experimental version) and Xinjiang unified physical exam papers and papers Urumqi independent proposition from 2005 to 2014.Using SEC analysis models and according to the applicability of the specific needs and problems in this study,we make some modifications and develope a two-dimensional matrix analysis table.Specific ideas are expressed in this research, and described the procedures based encoding papers and curriculum standards.This research is mainly talking about the encoding papers process proposition and knowledge test sites distribution statistics of examination and Urumqi papers.
