Our country attaches great importance to the construction of the talents. The “Thirteen-Five” planning report clearly states that it must continue thoroughly implementing the “talent power” strategy and strengthening the modernization needs of all types of talents, especially high-level and highly skilled talents, which can promote our country change from the human resources big-country to the human resources power-country. Skilled talents is an important part of our talents, which plays an important role in transforming and upgrading of industrial structure, in a word, which is the main driving force to promote the economic and social development. In recent years, as the country’s strategic adjustment and the transformation and upgrade of economic structure, future demand for skilled talents not only need the sufficient number, but also require the high quality. However, a large area of the shortage of skilled talents is sweeping the country, although Chongqing as one of six veteran heavy industry base, it can’t avoid the situation, which makes the national talents snatch war will surely in full swing. In addition, under the double pressure of the ribbon division and transformation and upgrading of industrial structure, the demand for skilled talents in quality and quantity is very “hungry” for Chongqing. Therefore, in the face of current and future grim employment situation, the skilled talents team-building work of Chongqing will encounter the unprecedented opportunities and challenges.Based on the above background, the paper have a preliminary understanding on the current status of regional economic and social development of Chongqing and skilled talents according to the detailed data collected on relevant documents and data collected by field research analysis. On this basis, it further explore the problems and causes of skilled talents on the key industries in Chongqing. For example: the lack of skilled talents and the difficult supplemented situation arrest the development of rapid economic; the lack of skilled job insecurity for skilled talents leads to the low stability and the loss of high risk; The impact of structural imbalances of skilled talents will affect the balanced development of the industry; The biased employment values of modern youth cause the problem of shortage of skilled talents more seriously; the lower social acceptance reality of the skilled talents, the less number of the staff as the results of the pursuit of the skilled talents, what’s worse, it will lead to the obvious lack of skilled talents in the future.Focus on the national policy, economic and social development plan of Chongqing, the paper try to propose the relevant suggestions from the 5 aspects: expanding the total capacity of skilled talents, building the vocational and technical education platform, establishing the sound security system of the skilled talents, guiding young people to set the correct values of employment, creating a respected social atmosphere of skilled talents. on the basis of successful experience of outstanding skilled talents training and the shortage of talents approach of abroad, moreover, which builds a talents team of the “sufficient quantity and quality” for the development of key industries in Chongqing, comprehensively promote the healthy and sustainable development of the economic and social development while protecting the focus of industrial development.
