As developing the new strategic industries has become a major strategic task of the development of Hubei’s economy and society at this stage, so as a result of that, the industry’s most urgent need is a lot of professional talents those who can match with the industries’ requirements. Although the scale of higher education in Hubei province is such large, the reality has indicated that the personnel cultivation work doesn’t fit well with the needs of economic and social development, especially in the new strategic industries. How to transform the educational advantages into the competitive advantages of economic and social developments, as well as can change Hubei’s higher education from large quantity into good quality. That’s a question worth considering for the universities when they fulfill their service function for the social economy, and cultivate the industries’ urgent talents.Therefore, this thesis is mainly based on The Triple Helix Theory to analyze the demand and supply of the new strategic industries’ talents in Hubei between the industries and universities as the following research aspects.Firstly, it analyzed the demand of the talents of new strategic industries in Hubei. By analyzing the current developing situation of new strategic industries and the development and current demand of talents in Hubei,the researcher found out that there are some issues during the process of the exploitation of the new strategic industries’ talents. For example, the government doesn’t pay enough attention to it, the talents developing mechanisms of enterprises are not well developed or the talents cultivation patterns of universities doesn’t match well with the industries’ requirements.Secondly, the thesis then mainly analyzed the current situation of the new strategic industries’ talents cultivation work of universities. This part of research is taking The Talents Cultivation Program of the New Strategic Industries in Hubei as an object, deeply analyzing the policy basis, specific implementation, valuable experience gained and the main problems of the program. With the analysis, it found out that the main problems including the enthusiasm of enterprises is not high, the lack of mechanisms and institutional guarantees and double-qualified teachers as well as funds, the difficulties of order-cultivation and management, and so on.At last, aimed to resolve those problems above, the researcher gives some specific practical measures from the perspectives of government, enterprises and universities. As the government should play a coordinating role in the whole program going on, while the enterprises should strengthen their cooperation with the universities, and build some innovation platform. Meanwhile, the universities should accelerate their educational reform and deepen the school-enterprise cooperation.
